In a move clearly intended by the Obama Administration to suppress the acquisition, ownership and use of AR-15s and other .223 caliber general purpose rifles, the Bureau of Alcohol, Tobacco, Firearms and Explosives unexpectedly announced today that it intends to ban commonplace M855 ball ammunition as “armor piercing ammunition.” The decision continues Obama’s use of his executive authority to impose gun control restrictions and bypass Congress.

If their proposal is approved, it will result in a ban on the sale of commonly sold rifle ammunition used by gun owners for hunting, target shooting and self-defense. It isn’t even the third week of February, and the BATFE has already taken three major executive actions on gun control. First, it was a major change to what activities constitute regulated “manufacturing” of firearms. Next, BATFE reversed a less than year old position on firing a shouldered “pistol.” Now, BATFE has released a “Framework for Determining Whether Certain Projectiles are ‘Primarily Intended for Sporting Purposes’ Within the Meaning of 18 U.S.C. 921(a)(17)(c)”, which would eliminate M855’s exemption to the armor piercing ammunition prohibition and make future exemptions nearly impossible.

By way of background, federal law imposed in 1986 prohibits the manufacture, importation, and sale by licensed manufacturers or importers, but not possession, of “a projectile or projectile core which may be used in a handgun and which is constructed entirely . . . from one or a combination of tungsten alloys, steel, iron, brass, bronze, beryllium copper, or depleted uranium.” Because there are handguns capable of firing M855, it “may be used in a handgun.” It does not, however, have a core made of the metals listed in the law; rather, it has a traditional lead core with a steel tip, and therefore should never have been considered “armor piercing.” Nonetheless, BATFE previously declared M855 to be “armor piercing ammunition,” but granted it an exemption as a projectile “primarily intended to be used for sporting purposes.”

Now, however, BATFE says that it will henceforth grant the “sporting purposes” exception to only two categories of projectiles:

Category I: .22 Caliber Projectiles

A .22 caliber projectile that otherwise would be classified as armor piercing ammunition under 18 U.S.C. 921(a)(17)(B) will be considered to be “primarily intended to be used for sporting purposes” under section 921(a)(17)(C) if the projectile weighs 40 grains or less AND is loaded into a rimfire cartridge.

Category II: All Other Caliber Projectiles

Except as provided in Category I (.22 caliber rimfire), projectiles that otherwise would be classified as armor piercing ammunition will be presumed to be “primarily intended to be used for sporting purposes” under section 921(a)(17)(C) if the projectile is loaded into a cartridge for which the only handgun that is readily available in the ordinary channels of commercial trade is a single shot handgun. ATF nevertheless retains the discretion to deny any application for a “sporting purposes” exemption if substantial evidence exists that the ammunition is not primarily intended for such purposes.

BATFE is accepting comments until March 16, 2015 on this indefensible attempt to disrupt ammunition for the most popular rifle in America.

Congress and the Senate will wrap this up in a funding bill and Barry will have to retract this executive orders or see his pet departments like EPA, BATF and State starved for funds. Best part the Republicans will be able to say Barry voted against the funding
 
Right now I would not put any faith in the US House of Representatives. While the Republicans hold the majority here they can't seam to get anything accomplished other than fighting amongst themselves while the Democrats sit back and laugh at them.

The Senate on the other hand is working like it should with the Republicans united and the Democrats hoping for the next election.

Never gonna happen..... More hullabaloo. They are target specifically the green tip ammo in the .223.

I think it is the steel penetrating core in the 223/556 & the velocities thst come with along with the popularity (ie AR15).... Which has people freaked out. Piercing bullet proof vest, etc.....

when i read what was in the link they didnt seem to be differentiating between any types of .223/5.56 just lumping it all in the same category. i would have thought the steel core ammunition was specialised, as most .223/5.56 is jacketed lead core no different to most other bullet types. the popularity aspect i would agree with , and as he got kicked in the balls when he tried to get a ban on that type of rifle, he now gets to use his backdoor powers to ban the ammo in a dictatorial way that i dont really understand, without it having to go through the govnt process and being voted on........................

Barry claims to be a proud American but he spits on the Constitution every chance he gets. Like all tinpot dictators he uses government regulation to circumvent elected officials. Make no mistake about this guy he will be like a dying tiger in his last two years thrashing around. He will be pushing his agenda through democracy be damned
 
It will be up to the people to save this republic. The spineless cretins in the house and senate do not seem to be up to the task.

I think I'm going to do the same thing.... At least primers and bullets As those seem to be the really hard components to get during a scare.

I'm just starting to reload, but have been thinking about it for quite a while, so brass I've got. It is just amazing how much .223 brass fell into my bag at the range over the last two years.... :whistle:

so the ammunition manufacturers have been investing millions in upgrading and building new plants to increase ammunition production to try and meet demand, and new manufacturers have started up product.......but the no 1 politician having a tantrum can basically jeopardise all that and the jobs that go with it ......................:E Hmmm:i see lots of legal actions in the future if this happens

Actually, most of them are probably happy. One specific bullet gets banned, we all panic again, and buy more than they can make of all the rest.

this has been said millions of times before, but Obama is the best gun salesman in the states!
