PH and US Leopard hunter in Namibia arrested

I was just passing along what I was told. And according to the NAPHA website, hunting with dogs is not permitted. There may be a caveat for PAC animals, that I'm not aware of.

By the way, I just found James Jeffrey's orginal post of this incident on the Game Rangers Association of Namibia facebook page. It was posted by an ARA person. I am sure they are now reposting James original message across many ARA platforms about this incident, without having the facts. They did the same thing with Cecil, the lion killed in Zimbabwe, where they used lies and misinformation to get the Animal Rights Activists emotional and angry. Even though several news channels, including CNN, came out with notices later with retractions that the original news story was not true about Cecil and how the hunt was conducted, the damage was already done in the media. The ARA are looking for any problem on any hunt to blast out on the news to further their anti-hunting agenda.

After several Namibia PH's had told me that they used dogs on declared PAC leopards as a means of safety, I did some more research.
It appears that there is no official use of dogs for trophy hunts or for declared PAC leopards.
Sorry for bringing it up, and trophy hunters should be aware not to use any dogs in Namibia for leopard.
 
No leopard hunts with dogs is allowed in Namibia. Yes , every Namibian PH who claims the contrary is cheating. Please show me a single official PAC permit for leopard issued by MET in the past. (4) A predator trophy hunting permit is -
(a) issued to a trophy hunter;
(b) non-transferable; and
(c) valid for a period specified in the permit.

Conditions of predator trophy hunting permit
114C. (1) A trophy hunter, trophy hunting guide and trophy hunting operator must read and acknowledge and sign the predator trophy hunting permit conditions before the hunt commences.(2) A predator trophy hunting permit must be obtained before the hunt for a predator commences and must be in the physical possession of the trophy hunting guide while the predator is being hunted.
......... (f) a predator may be stalked, tracked or ambushed, but dogs or horses may not be used for that purpose or for hunting;
 
The following is required regarding permits for trophy hunting:
  • Permits must be issued prior to the hunt commencing;
  • A separate permit must be issued for each individual hunting client;
  • An extra, special permit is required for the large cats (leopard, cheetah, lion).
  • It contains an additional list of conditions;
  • A permit must be completed in full by the hunting client and the hunting professional (wounded or lost animals must also be indicated on the permit);
  • Permits are issued by the MET only;and
  • A maximum of two trophies per species may be harvested, per hunting client, per permit.
  • All trophy-hunting operators must be registered with the Namibia Tourism Board (NTB).
  • Hunting with dogs is not permitted.

@ctulpa thanks, I appreciate you adding that. At the rate the laws change, we need to keep ourselves educated. (Quote stolen from @Wheels )
 
Always a good idea to head to the Government and Professional association web sites to test the story you are being told about a hunt.

Quite often I see a pattern that it seems to be on the PAC hunt side of things. (No matter what country)
 
Just sent an email to Rene Krafft who is the current chairman of the Namibia Professional Hunting Association (NAPHA) Disciplinary Committee so that he can provide us with more information regarding this matter.

No reply from NAPHA so far, just sent them another one.
 
Just received an reply from René Krafft Chairman of the NAPHA Disciplinary Committee letting me know that there is "not enough evidence at this point in time to support any rumors".

Also received an email from Tanja Dahl, NAPHA Chief Executive Officer saying "we are still assembling facts on the below matter". Asked further questions, waiting to hear back…

Is the hunter still in jail?

Is he still in Namibia?
 
At this point just a lot of talks and rumors with no hard facts.

I suggest contact NAPHA direct and ask them for more insight.

While it is true that Namibia does not allow trophy hunts for leopards with dogs, Namibia does allow the use of dogs for problem leopards.
It is possible that the hunter was there to hunt a leopard without dogs and a problem leopard issue arose to allow the use of dogs.
So we need to know the facts. To just say using dogs is illegal in Namibia is not true.
If a problem leopard was taken using dogs by an America hunter, the PH could get permits for export if all other aspects were legal, such as location of kill.

So lets get the facts first before saying they did anything illegal.

Sir as a previously effected party ( due to the ban on use of hounds in Namibia ) it is my understanding that no guest / paying trophy hunting client may undertake a leopard hunt with the aid of dogs - irrespective of it being declared a problem animal. If this was not the case it would encourage untoward conduct from PH's and outfitters - just to tempting to resist.
 
My understanding is if a leopard is wounded by a hunter you may use dog's to find the cat and finish the job.
 
This is a very informative thread. Any news as to what happened to the client and PH?
