New USA requirements in addition to the form 4457

For the 4457 it is best to call the Customs office and see how swamped they are and they will tell you when to come in. The form and inspection of serial numbers only takes a few minutes even with multiple items. When I did my first one I already had my serial numbers written down and they just verified them before they put them onto the 4457.

On the 4457 you should also list the scope on the rifle, any optics you are taking, camera gear, and anything else that has a serial number on it. The 4457 just proves that you had it before you left the country for when you come back in.
 
this whole EIN and AESdirect is ridiculous.. I cant figure any of it out and ive read the pages multiple times.

You will have to file a new INT#...
 
Mike, if you are going to Africa you will need it upon entry to Africa, and when you come home to the states.

I was also told that you do NOT want to enter your company EIN as the USPPI. I believe you want this to be in YOUR NAME, not a company name. I can see possible issues when you are trying to explain to a customs official that your company is the one exporting the firearms not you..."


Thanks JGRaider, that helped out a lot. I think I have it all set up to submit. I'll wait a few days to see is anything else comes up. The rifle and ammunition Schedule B numbers were different than an earlier post here on this thread. These numbers look pretty correct to me.

For some reason I thought I had to put my serial number down but that stays off the form. I just put the make and model of the rifle in the description.

I've had some time on my hands to do all of the paperwork myself. I couldn't have done it without all of your help. Thanks for all the great info on this thread.

Thanks Robert for your info. I called and talked to one of your employees about your services before I embarked on this journey. I'm not bringing any trophies home so unfortunately no need for your service. Too bad you didn't offer just this service for a fee because I would have gladly paid it. I'm trying to save money for another hunt and my trophy room is full so only pictures and memories for this trip.

Your post brought up another question. The AES form doesn't have a place for flight and flight number. Just the date of departure. Are you supposed to input your carrier and flight #? From the PDF directions that JGRaider posted that is not needed. If it is needed where would that that information be put in? I fly Delta to New York and then South African airlines into Johannesburg. I have my cargo origin of SFO and South Africa as the Country Of Destination.

I would like to help every hunter unfortunately.
The only way we are able to handle getting the ITN numbers for our clients is when it is related to trophy importing because this is our business charter so we do the filing as it relates to the hunt. If there is no trophy import involved, we cannot handle the filing because it is only related to firearms and we are not in the firearms business.

Well today was an interesting day, first time I've ever met a congressman. Got to work and the laptop I'm usually quite attached to through the day refused to let me login to my company network. So I was dead in the water till midday. So with nothing to do, I got on my iPad and was checking FB out. I had sometime ago "Liked" my Congressman Matt Salmon's FB page and so I get updates on my news feed. Turns out he is in town and was conducting meetings with his constituency by appt only. So I called to see if there were any open appt times and there in fact was still one for this afternoon.

So at about a 3:45 this afternoon there I was in my congressman's local office. Turns out he is a hunter and has a number of his own rifles. Not a lot of time to chat, but he caught onto the problem quite quickly. He said he would like to get things back to the way they were and is going to have one of his Washington staffers call me to discuss details further..........or at least that's what he told me, we'll see. Friendly enough gentleman and I do hope he was not just telling me what he thought I wanted to hear, time will tell.

We also got to talk hunting in Africa, he knew enough to know what a kudu is and a few other species. Says he wants to make it to Africa someday to hunt......and yeah Jacques (@Hartzview Hunting Safaris) the opportunity to pass along my HV business card was taken.....(y)

So if you think your congressman would be sympathetic to the cause and makes time to occasionally meet with his constituency, I'd encourage you to make an effort to meet him/her. Let them know what's going on and let them know Rep. Matt Salmon is looking into this. If we get that snowball rolling, you never know what may happen.
 
I just returned yesterday through JFK. AVOID JFK at ALL COSTS but that's a different thread. I informed customs I had my ITN if needed but they told me that they were not enforcing that yet but they did hand me a piece of paper explaining the new regulations that are coming. I asked the customs guys when they will start enforcing it and all I got was a chuckle. I tried to get more information from them but I all I got was that it's a total "cluster $*@!" which we all pretty figured out anyway.
 
Sounds like fun along with frustration on both sides. But as I figure it is better to have what is required and not have the Custom officers ask for it than not to have it and then get asked for it. Also it is my understanding that it is mostly for the exporting side of things.

My hunting partner who is going over to SA with me just got confirmation from his importer that it is required and his importer got the information from the US Trade Commission that a ITN is required to take a firearm out of the country. So the ball is rolling on the governments side to get it implemented.

21 more days and I'll be winging it across the Atlantic headed out on my first safari with my ITN in hand with the only worry that I will have enough restraint not to out shoot my budget.

Midland-Dallas-Atlanta-J'burg, armed with 4457, ITN, etc. airlines checks my luggage, 4457, tells me to lock it back up, and checks everything through to J'burg with no mention of ITN , and I didn't either. TSA checks, scans, says everything is great, and I watch it go outa sight on the belt.
 
I just stopped in at the local CBP office and got 4457's for about every gun I own. The lady that runs the office wanted me to know that the way guns going and out of the country are handled is changing. I said no really, tell me about it. But she couldn't tell me about it cause they have no clue yet, they are still waiting on some kind of official rule. Our government in action, you got to love it.

Hoeven: U.S. Hunters No Longer Required to Register With IRS to Take Personal Firearms on International Hunts
Senator Secures CBP's Commitment to Return to Previous Travel Forms
WASHINGTON – U.S. Senator John Hoeven, chairman of the Department of Homeland Security Appropriations Committee, today announced that the U.S. Customs and Border Protection (CBP) will no longer require U.S hunters traveling internationally to obtain an IRS identification number in order to bring personal weapons on hunting trips outside the U.S. At a meeting early Wednesday with U.S. CBP Commissioner R. Gil Kerlikowske, Hoeven secured a commitment from the agency to return to the paper process used by international hunters for years, while updates are made to the automated reporting system for exporting weapons. Kurlekowske said the agency’s web site would be updated later today.

“Hunters should not have to register as a business with the IRS in order to bring their weapons and ammunition on international hunting trips,” said Hoeven. “This is an unnecessary and burdensome requirement on law-abiding citizens. We appreciate that CBP has recognized this and will return to their original forms for international hunters, while they update their automated system to recognize the difference between a commercial exporter and a sportsman traveling on a hunting trip to Canada or another country.”

CBP recently began enforcing regulatory changes from 2012 requiring U.S. hunters to comply with commercial export requirements when transporting firearms outside the U.S. for personal use. Under these requirements, in order for a U.S. hunter to take personal weapons to another country temporarily, the individual would have to register the weapon in the Automated Export System (AES) and provide a transaction number to CBP.

The AES is designed for commercial exporters and requires all users to obtain an Employer Identification Number (EIN) from the IRS in order to access the system. CBP has acknowledged that forcing hunters to obtain an EIN is not appropriate. Under the agreement reached this week, the agency will allow international hunters to use the original paper process while CBP works with the Department of State on an appropriate long-term solution.
