I think Nyati missed a step. Since SPAD has hired someone to get his rifle permits, the steps will be as follows:
Get off the plane
Go through passport control (about as straightforward as these things get)
Pick up Luggage
Go through the green lane for customs
Leave the luggage/customs and enter the arrivals area
Someone will be waiting with your name on a piece of paper
They will take you to the SAPS Firearms Office to pick up the firearms.
Get the firearms and away you go.
Up until this point, your friend will just follow you. Once you are both in the office, he will have to fill out or sign and deliver all of the paperwork needed to get the permits.
I agree with Wapiti - see what Riflepermits can do - they don't really need all of the time they ask for. But even if it's too late, it won't generally take too long to do all of the paperwork on the spot, so long as you have everything you need (if your friend shows up with what you sent to Riflepermits, he should have everything he needs).
I use AfricaSky to get my permits and it's always worked like this.
