i would suggest that you look at craig bottington book on Africa hunting II he recommends Namibia, Botswana, South Africa...
i do my web searches and then look for the animals i want to hunt...cheapest i found lesser Kudu was south africa for the 1,200, however i did not look at a lot of other web locations for hunting them....i found these two very quickly and stopped there...
others are quick to spend your money and worked to hard to just give it away so that is why i look around for my safari trips...
