    Default Leopard CITIES allocations to Limpopo based outfitters 2013

    Thought I would inform all forum members of the Limpopo hunters liaison forum meeting held with environmental affairs today.

    A total of 32 (in place of this years 52) permits will be available to non BEE compliant operators for 2013, the remaining 20 permits will only be issued to operators that are in a PDI partnerships (previously disadvantaged individuals) these partnerships are to be entered into over a period of 3 years and compliant outfitters will be guaranteed such tags 1 leopard and 1 Elle for the duration of the partnership.

    These steps have been taken by the department due to the slow progress made in empowerment.

    Just to clarify this is not a proposal but the way forward according to nature conservation for 2013 and the years to follow.
    As was announced by Mr. Sam Makubela today at our AGM.

    True Enysse but a reality we live with some outfitters do have ph's already trained, it was requested on multiple meetings that there should be a quota set over and above the 52 but this was turned down, this is unfortunate yes very much so but there is not much we can do about it now.... With PDI partnerships we should understand the following, I me You or any outfitter do not need to give a share of his business away, but rather initiate an outcomes based educational procedure over the mentioned period, training of PDI ph's and outfitters.

    We where bulldozed into this but, nothing will change it now.

    Just to clarify.... I am not aware of the elephant tags . This proposal taken to the table by our Forum were hi - jacked by government who wanted the Forum to take legal reponsibility formthis whole concept. We were not prpared to do that . They then decided to allocate these 20 permits to trained black ph 's trained through the training initiative of the LHLF. We originally proposed the quta be upped to 70 to accomodate these extra guys. This were ignored and 20 taken from the normal allocation.

    The distribution through the Province are normally done in regions. We ensure if a region has for eg. 10 permits we draw 10 applicants and 10 on the back up list. We had a meeting a week ago and were assured names would be available of these guys that qualify for the PDI permits. Today they could not give names and told us they have 14. This means currently there are not even enough for the 20 permits and no sign of a back up list.

    We will probably see leopard hunting dwindling in future ........

    Is this supposed to be an incentive for the outfitters to hire these PDI guys?

    Thanks Rchard, I had been looking at him throughout the meeting asking him as to how we could get in touch with these guys Mr. Lemmer enquired several times and we never received any asnwer (satisfactory one at least).

    the only impressive thing about these people is their capacity to come up with titles for people etc that boggle the mind, BEE , PDI and plenty of others. if they put the same effort/thinking capacity into running the countries and govnt departments things might work occasionally !!!!!
