I doubt Theo is awake at the moment so I'll give you some info. (correct me if I am wrong)

As a member of CITES, Mozambique has a CITES quota for Elephant, which are classified as CITES I. There are currently 40 elephant on quota for Mozambique. Unfortunately, because the U.S. Fish and Wildlife Service does not recognize Mozambique's Elephant quota, it currently will not allow the import of Mozambican Elephant trophies. Elephant trophies hunted in Mozambique by Europeans may be imported into a variety of countries.

I think that is why there is mention of a replica being created.

Slept sound and peaceful at 4 am
Hunters my reason for this package as follow: I want hunters that dearly wants to take an elephant trophy to have that opportunity at an affordable price. You cant get an elephant with a cape buff trophy for that price. A cape buff free roaming will cost you alone +- $12 000. You will have the joy to hunt this great trophy maybe take a video @ $200 per day and make a replica of the tusks.Cost about $700 in USA.
The tusks will go to the locals for special projects. They will create memorabilia to sell etc.
other scenario full trophy ele Cost +- $22 000 to $45 000.You are welcome to to sent a PM to me about that.

I'm starting a search for the report.
If anyone has a hunt report please share it.
